Navy Shipbuilding and Sustainment Group - MIWS
CIRCUMSTANCE: The 2023 Defence Strategic Review provided the Department of Defence the guidance on use of the $19B implementation budget, while establishing a methodical and comprehensive process for long-term and sustainable implementation.
OBJECTIVE: ECS was required by the Defence Capability Owner to extend key assets’ operational effectiveness and support in achieving the financial target of a 30% reduction in CAPEX.
ACTION: ECS was able to successfully address the scope across four, core tasks:
Task 1: Completed Historical Data Analysis: Identify greatest cost drivers and enable evidence-based decisions on the future asset strategy.
Task 2: Development of Detailed Asset Cost Model: Including data gathered from historical and future capability requirements, measured against broader organisation strategic review.
Task 3: Reduction in CAPEX Requirements: Presented suitable asset end of life extension options that focused on meeting minimum viable capability.
Task 4: Eliminated Significant Commercial Risk: Engaged with industry to provide a pro-active and commercially prudent approach to funding the asset end of life extension.

BENEFITS: ECS was able to formulate an extension of asset life supporting the Defence Strategic Objectives (capability) by 10+ years. ECS identified funding reduction opportunities of over 34% within a $110M (reduce CAPEX) program through reprioritisation and reduction of commercial risk exposure.
SUSTAINABILTY: ECS has implemented and handed over a standardised set of program and procurement templates within Defence’s central, record management system.
